In furtherance of the State of Alaska’s commitment to ensuring cohesive and effective implementation of statewide policy and fiscal directives, I, Michael J. Dunleavy, Governor of the State of Alaska, under the authority granted by Article III, Sections 1, 23, and 24, of the Alaska Constitution, and in accordance with AS 44.17.060 and AS 44.19.145, order the following changes in the organization of the personnel administrative functions, programs, and staff of the State’s principal departments and their subdivisions:
Purpose
The purpose of this order is to streamline and increase accountability of budget and policy administration within the Executive Branch of State government by centralizing all significant administrative services oversight within the Office of Management and Budget (OMB) in the Office of the Governor.
Change of Reporting Assignments
The Administrative Services Director positions, along with other affected administrative services positions identified by the Office of the Governor, within the following Departments are reassigned to OMB in accordance with the schedule established in the Timeframes section of this order.
- Department of Administration
- Department of Commerce, Community, and Economic Development
- Department of Corrections
- Department of Education and Early Development
- Department of Environmental Conservation
- Department of Fish and Game
- Department of Health and Social Services
- Department of Labor and Workforce Development
- Department of Law
- Department of Natural Resources
- Department of Public Safety
- Department of Revenue
- Department of Transportation and Public Facilities
Responsibility for Implementation
The Office of the Governor is delegated authority for the overall implementation of this order. Department heads and agency staff are expected to provide their complete cooperation in effecting this reorganization.
Timeframes
Functionally, the transfer of the Administrative Services Directors is to take effect immediately upon execution of this order, and the directors and any other affected staff will receive direction on their new assignments from the Director of the Office of Management and Budget.
Resource Allocation
The Office of the Governor is charged, in cooperation with the Director of OMB, with the responsibility for determining the appropriate allocation and transfer of personal services, travel, contractual, equipment, space, data processing, and any other budgetary resources to ensure the effective implementation of this order.
This order takes effect immediately.
