Administrative Order No. 203

Under the authority of art. III, secs. 1, 19, 23, and 24 of the Alaska Constitution, and AS 26.05.060, 26.05.180, 26.05.185, 26.05.190, 26.05.210, 26.05.340, AS 44.17.060, and 44.17.070, I order the following changes in the organization of the Department of Military and Veterans’ Affairs, and I order the Departments of Administration, Health and Social Services, Environmental Conservation, Transportation and Public Facilities, and Public Safety to assign personnel to the Division of Homeland Security in the Department of Military and Veterans’ Affairs, as follows:

  1. The adjutant general, serving as adjutant general, commissioner of the Department of Military and Veterans’ Affairs, and commander of the Alaska National Guard, is ordered and authorized to implement the reorganization of the Department of Military and Veterans’ Affairs as set out in this Order so as to maximize the efficient administration of the Department of Military and Veterans’ Affairs and the security of the citizens of the State of Alaska.
  2. Reporting directly to the adjutant general are the deputy commissioner of Military and Veterans’ Affairs, the counter-drug support program, and the special staff of the adjutant general, consisting of the inspector general, staff judge advocate, and public affairs officer.
  3. There is established an office of the deputy commissioner for Military and Veterans’ Affairs. Reporting directly to the deputy commissioner for Military and Veterans’ Affairs are the assistant commissioner for Homeland Security and Emergency Services, the deputy adjutant general, the Human Resources Office, the Alaska Military Youth Academy, the office of Veterans’ Affairs, and the Administrative Services Division (which includes the chief information officer). When the commissioner is not available, the deputy commissioner shall serve as the commissioner for matters not assigned under paragraph 5 of this Order.
  4. The assistant commissioner for Homeland Security and Emergency Services shall supervise and administer the activities of the Division of Homeland Security, the Division of Emergency Services, and the operations of the State Emergency Coordination Center. Directly reporting to the assistant commissioner for Homeland Security and Emergency Services are the director of Homeland Security, the director of Emergency Services, and the manager of the State Emergency Coordination Center.
  5. The senior military officer from the military components of the Army National Guard and the Air National Guard shall serve as deputy adjutant general. The deputy adjutant general shall oversee the military activities of the Army National Guard, Air National Guard, the Alaska State Defense Force, and the Naval Militia. When the adjutant general is not available, the deputy adjutant general shall serve as the adjutant general for military matters.
  6. The director of Homeland Security is the head of the Division of Homeland Security. The State of Alaska Departments of Administration, Health and Social Services, Environmental Conservation, Transportation and Public Facilities, and Public Safety shall each place one employee at the offices of the Division of Homeland Security. These employees shall work at the daily direction of the director of Homeland Security but shall be under the overall personnel and administrative supervision of their respective departments. The director of Homeland Security and one additional employee shall be provided to the Division of Homeland Security from the existing personnel structure of the Division of Emergency Services in the Department of Military and Veterans’ Affairs.
  7. The assistant adjutants general of the Army National Guard and the Air National Guard shall exercise direct command of their respective components of the Alaska National Guard. The assistant adjutant general for space and missile defense shall directly report to the assistant adjutant general for the Army National Guard.
  8. The adjutant general may determine and modify the organization of subordinate staff and programs as the adjutant general determines is necessary for the efficient administration of the Department of Military and Veterans’ Affairs and the security of the citizens of the State of Alaska, consistent with the laws of the State of Alaska and this Order.

This Order takes effect immediately.
