Pursuant to authority granted by Article III of the Alaska Constitution and by AS 44.17.060, the Alaska Energy Allocation Assistance Office, established by Administrative Order No. 21 (January 24, 1974), now located within the Office of the Governor is transferred to the Department of Commerce and Economic Development along with any state and federal appropriations. The office shall be renamed the Division of Energy and Power Development.
The Division of Energy and Power Development shall continue to employ necessary personnel to work in concert with a federally assigned Deputy Regional Director for fuels allocation.
As a part of its duties, the Division of Energy and Power Development shall continue to be responsible for the allocation of any state “set aside” of allocable petroleum distillate fuels in conformance with federal regulations. Its duties also include, but are not limited to, assisting emergency and hardship allocation requirements to local wholesale purchasers and end users of allocable energy fuels as defined in regulations of the Federal Energy Office adopted January 15, 1974.
The Division of Energy and Power Development shall continue to maintain an informational program through the public media advising Alaskans of the services available through the office and to conduct an informational effort to inform the public regarding energy conservation measures. In addition, this Division shall continue research in the areas of energy usage, conservation and development.
In the performance of its duties, the Division of Energy and Power Development shall not duplicate functions of other State agencies.
I find the transfer of this office and the assignment of these functions to the Department of Commerce and Economic Development necessary for the efficient administration of State government.
This order takes effect on September 30, 1976.
