I, Sean Parnell, Governor of the State of Alaska, under the authority of Art. III, Secs. 1 and 24 of the Alaska Constitution, and in accordance with AS 44.19.145(c), revoke Administrative Order 253 and reestablish the Alaska Military Force Advocacy and Structure Team (AMFAST).
Purpose and Duties of AMFAST
The mission of AMFAST is to provide recommendations to the Governor on how best to retain and build on the State of Alaska’s current military force capability and to advocate for the proposed strategies as outlined in the AMFAST short-term and long-term strategic plans developed under Administrative Order No. 253.
On or before November 1, 2011, the AMFAST team shall provide the Governor with a report that includes the following:
- a status update on the execution of AMFAST recommendations;
- identification of current and future challenges and opportunities facing the State of Alaska’s current military force capability; and
- recommended actions for 2012 and years following.
Composition and Chair of AMFAST
AMFAST includes the following members:
- members representing the general public;
- the Commissioner of the Department of Military and Veterans’ Affairs, or the Commissioner’s designee.
The Commissioner of the Department of Military and Veterans’ Affairs shall serve as chair of AMFAST.
Public members of AMFAST are appointed by the Governor and serve at the pleasure of the Governor.
Administrative Support
The Department of Military and Veterans’ Affairs shall provide administrative support for AMFAST. The Department of Military and Veterans’ Affairs shall consult with other State agencies to obtain information on topics within their expertise. The Department of Military and Veterans’ Affairs shall work with AMFAST to determine assignments to other State agencies to the extent allowed by law and consistent with this Order.
General Provisions
AMFAST members do not receive compensation as members of the team. Members of AMFAST are entitled to per diem and travel expenses in the same manner permitted for members of State boards and commissions.
AMFAST may use teleconferencing and other electronic means, to the extent practicable, in order to gain the widest public participation at minimum cost.
At times and locations to be determined by the chair, AMFAST may also convene public meetings to present information and receive comments.
Meetings of AMFAST shall be conducted in accordance with AS 44.62.310 and 44.62.312 (open meetings of governmental bodies).
Records of AMFAST are subject to inspection and copying as public records under AS 40.25.110 – 40.25.220.
AMFAST expires on November 1, 2011.
Transition
Members of AMFAST appointed under former Administrative Order No. 253 continue to serve as members of AMFAST as established under this Order.
Revocation
Administrative Order No. 253 is revoked.
This Order takes effect immediately.
