Description: The U.S. Section of the panel is comprised of seven members, six of whom are appointed by the U.S. Department of Commerce. Five of the appointees are members of the public, recommended for appointment by the Governor of State of Alaska, who are knowledgeable and experienced in transboundary river salmon fisheries. One member is an official of the U.S. government with salmon fishery management responsibility and expertise to be appointed by the U.S. Department of Commerce. One member is an official of the State of Alaska with salmon fishery management responsibility and expertise who is appointed by the Governor of the State of Alaska.

Function: The Transboundary Panel provides information and makes recommendations on Annex IV, Chapter 1 of the Pacific Salmon Treaty for stocks of salmon originating in the Alsek, Taku, and Stikine Rivers. These recommendations are for both in-river fisheries and terminal area fisheries for these rivers.

Special facts: The Transboundary Panel was established in the language of Attachment A to the June 30, 1999 Pacific Salmon Treaty agreement and authorized by Congress on December 15, 2000. The Transboundary Panel is the fourth panel under the Pacific Salmon Treaty — the others being the Northern, Southern, and Fraser Panels. The Pacific Salmon Commission has scheduled bilateral post-season and annual meetings each year. Typically, the Alaskan members of the Transboundary Panel meet jointly with the Alaskan members of the Northern Panel prior to bilateral meetings. Additional Alaska-only or bilateral meetings may occur as needed.

Compensation: Standard Travel and Per Diem

Meetings: Usually 2 bi-lateral meetings/year, 7-10 days each meeting; 2 – 3 local meetings, 2 -3 days each.
