Description: The Panel was formed under the Yukon River Salmon Agreement as part of the Pacific Salmon Treaty between the U.S. and Canada. The Panel consists of a U.S. Section and a Canadian Section. The U.S. Section consists of 6 Panel members and their alternates and an Advisory Committee. The U.S. Section Panel members consist of one official of the U.S. government and the alternate with expertise in salmon conservation and management appointed by the Secretary of State; one official of the State of Alaska and the alternate with expertise in salmon conservation and management appointed by the Governor of Alaska; four public members and their alternates who are knowledgeable and experienced with regard to salmon fisheries of the Yukon River appointed by the Secretary of State from a list of at least three individuals nominated for each position by the Governor of Alaska. At least one public Panel member shall be qualified to represent interests of the Lower Yukon River fishing districts in Alaska; one to represent the Upper Yukon River fishing districts in Alaska; and at least one shall be Alaska Native. The U.S. Section Advisory Committee consists of not less than 8 but no more than 12 public individuals appointed by the Governor of Alaska who are knowledgeable and experienced with regard to the salmon fisheries of the Yukon River. At least two Advisory Committee members must be Alaska Native.

Function: The Panel works to provide for the conservation of salmon stocks originating from the Yukon River in Canada through development and implementation of agreed research and management programs; identification of restoration and enhancement opportunities; and submission of recommendations to management entities in Canada and Alaska. The Panel also manages the Yukon River Salmon Restoration and Enhancement Fund.

Special facts: Panel and Advisory members are eligible for reappointment. Advisory Committee members are appointed to 2 year terms.

Compensation: Standard Travel and Per Diem Panel members & alternates are compensated at a federal daily rate of GS-15.

Meetings: The Panel meets up to two times annually in December and April, once in Canada and once in Alaska for 5 days, often punctuated with section meetings and caucuses. The U.S. Section of the Panel also meets periodically.
