Description: The panel is composed of the Commissioner of the Alaska Department of Fish and Game; the Director of the Washington Department of Fisheries; a representative of the Pacific States Marine Fisheries Commission, designated by the Executive Director of that commission; and eleven members (six of whom shall be residents of the State of Alaska and five of whom shall be residents of the State of Washington), appointed by the Secretary of State, in consultation with the Secretary of Commerce, from among a slate of 12 persons nominated by the Governor of Alaska and a slate of 10 persons nominated by the Governor of Washington. Persons appointed shall be knowledgeable or experienced concerning anadromous stocks and ecologically related species that are found on the high seas of the North Pacific Ocean and Bering Sea. The Governors of Alaska and Washington shall seek to represent the broad range of parties interested in anadromous stocks and ecologically related species, and at a minimum shall include on each slate at least one representative of commercial salmon fishing interests and of environmental interests concerned with protection of living marine resources. Only Alaskan representation on the panel is shown on the membership roster.
Function: The panel will serve as a forum for promoting the conservation of anadromous stocks and ecologically related species in the North Pacific Ocean. In addition, the NPAFC will serve as a venue for consultation and coordination of cooperative high seas fishery enforcement activities. The Advisory Panel shall advise the U.S. Section of the North Pacific Anadronomous Fish Commission on living marine resource conservation and high seas fishery enforcement issues that are to be addressed within the NPAFC.

Special facts: This Act is the U.S. implementing Act for the Convention for the Conservation of Anadromous Stocks in the North Pacific Ocean (the Convention), which was signed by the United States, Japan, Canada, and the Russian Federation in Moscow on February 11, 1992. The United States is represented on the NPAFC by three Commissioners, who form the U.S. Section.
Compensation: Members receive no compensation or travel expenses.
